If we have more oil than we can refine, who鈥檚 fault is that?

It really should be a matter of national security; the U.S. government should build at least a couple of refineries for use in conjunction with our strategic oil reserves; in the event of a real war, not the occupation of a small country half a world away, we need to have some excess refining capacity available.

This does NOT need to be run by oil companies, however. In the event of an emergency, it would be available to process fuel for the general public. Something like that would have been great after Hurricane Katrina. Otherwise, the refineries would be exclusively used to provide fuel for our armed forces and postal service.

This is an important area in which our national defense is severely vulnerable. If we have more oil than we can refine, who鈥檚 fault is that?
I live in Texas. Texas City has had some enormous explosions over the years. Pasadena has a snarky motto that says, ';The Air is Greener in Pasadener.'; No one wants a refinery next to them. Can't put em too far from the oil, but as you might guess, community concerns crop up quite often. If we have more oil than we can refine, who鈥檚 fault is that?
Leftist environmentalists who have bought politicians and convinced them to not build any more refineries or increase production here. Oh, mainly BIll Clinton about a decade ago. Would have been nice to have that oil now Bill, Thanks!
I blame the U.S. government for not having proper regulatory controls on refinary capacity. There is no motivation for the oil companies to increase capacity otherwise.
Why would oil companies build more refineries, which are expensive, if they are doing so well as it is. From their viewpoint, less is more.
Environmental politicians, have been blocking refineries for over 35 years.

The USA imports 25% of it's refined gasoline from 3rd world countries, with no enviromental regulations.
Actually our Congress for putting blocks in the way to refit refineries and to build new ones.
Liberals and environmental whack-jobs who won't let us build more refineries.
Radical environmentalists who keep blocking construction of new refineries.
